Resumen

En la actualidad el proceso de innovación y la política de innovación se basan en el carácter interrelacionado de la generación de ideas, la investigación y el desarrollo tecnológico. Sus instrumentos son el fruto de un proceso de aprendizaje interactivo entre los actores implicados en la práctica de la innovación, las estrategias de intervención y la teoría e investigación sobre el proceso de innovación. Aunque el enfoque sistémico de política está bastante aceptado, como se observa en la estrategia de desarrollo del sector aeroespacial de la Junta de Andalucía, aún persisten elementos del modelo lineal en el diseño e instrumentos de las políticas de innovación nacionales y regionales.

El objetivo de este trabajo es valorar los resultados logrados hasta el momento sobre las empresas aeroespaciales andaluzas del Parque Tecnológico Aeroespacial de Andalucía (Aerópolis) y el Centro Avanzado de Tecnología Aeroespaciales (CATEC), infraestructuras tecnológicas de apoyo a la innovación en Andalucía. Los datos obtenidos apuntan que ambos instrumentos han contribuido a incrementar el valor añadido de los productos y servicios de las empresas, desarrollar sus capacidades de innovación internas y posibilitarle nuevas relaciones con el resto de los actores del clúster aeronáutico, dejando de ser pasivos receptores de conocimiento para convertirse en clientes que demandan bienes y servicios.

Nowadays process and policies of innovation are based on the interactive nature of the generation of ideas, research and technological development. Their instruments are the result of a process of interactive learning between the stakeholders involved in the practices of innovation, the strategies of intervention and theories and research on the innovation process. Although the systemic policy approach is quite accepted, as it could be seen in the aerospace industry development strategy of the Junta de Andalucía, there are still elements of linear model in design and in the instruments of the national and regional policies approaches. The aim of this paper is to assess the results achieved so far on the Andalusien aerospace fi rms of the Aerospace Technology Park of Andalusia (Aerópolis) and the Center of Advanced for Aerospace Technologies (CATEC), both technological infrastructures which support for innovation in Andalusia. Data suggest that they have contributed to increase the added value of products and services, and also to develop the internal innovation capabilities of companies and to facilitate new relationships with other stakeholders in the aeronautical cluster, becoming customers who demands goods and services.
